Well sure it would be better, but are we also barred from taking advantage
of people's proximity for a purely informal conversation?  I was just
proposing giving it a venue, not some sort of official standing.

There won't (and can't) be any formal action items without actually
activating the process, which would take place in all the usual public ways
and with required notice, etc.

Working groups can be reopened, with or without a BoF, when there's more
work to be done.  Check out RTCWEB, for example.

But for this, given its history, I would put it through a standard
chartering and BoF process, with or without a new name.
