I do not personally like leaving things like why and requirements in
draft. I would prefer they become published.

I have seen other activities where the other documents normative
status is landlocked because of its dependencies on draft.

I have seen times where people misunderstand the status of drafts and
so refer to ideas which died in the draft revision.

If there is a concern around the burden to close the why/requirements
then I think as a community and WG chairs and AD we're asking DELEG to
fix a bigger problem.

That noted, I would not have a problem with a small document delivery
goal and a pretty fierce timeline. Scope creep is out there as a
problem, sure.
