How does this leave the ni: extensions draft?

This is a piece of work that I originally proposed outside DECADE and was
persuaded to bring in since the DECADE ni work was similar to my di
proposal.

One part of the work is on track to become an RFC but the extensions piece
has the encryption capability which is very useful since it turns an
identifier into a bearer token.
