In case any of you are wondering why the internet-drafts directory
updated the Phase IV MIB from -02.txt to -03.txt, it was partly
administrative and partly to fix a problem with the file that occurred
in transit.  The ASN.1 comment lines were changed from beginning with
the normal "--" to "- --".  This error was fixed.  We are now done.
