As promised, this is the proposed queuing mechanism to support 
tightly bounded jitter with stateless forwarding for the DetNet MPLS
data plane, hopefully the most simple additional QoS option that
i think we should have for wide area (but even local) DetNet networks.
Will present it on the interim next week.
