The Microsofot TCP/ip clinet (in wfw 3.11 TCP/IP 3.11a) caches its 
network infomration in a file \windows\dhcp.bin.

This means that after the PC has successfully downloaded its DHCP 
information onces, that it can boot without a server being present (at 
least until thge lease expoires).

Note:  this has the side effect, that once a client boots from a given 
DHCP server, it will always try to boot from a given DHCP server.
