The Microsoft TCP/IP kernels in Windows 95 and Windows NT also cache 
their current lease information although they utilize the registry 
instead of the DHCP.BIN file that WFW uses.

Caching the password does not restrict the client to a particular 
server, however, except for renew requests as stipulated by the protocol 
specifications.  Microsoft broadcasts rebind and reboot requests as it 
is supposed to.  Therefore, the client can change servers in 
extraordinary circumstances.
