There are a couple of answers to this question:

1. In theory, the RFC mentions that clients should evaluate multiple
offers received within some (short) period of time. 

2. In practice, however, we have noticed that clients will do one of two
things:
	a. Choose the server that they last talked to.
	b. Respond to the first offer they received.
