Hello,
  I'm not sure about the draft spec, but the AIX DHCP server
has the option to only serve clients which are defined in the 
servers config file. Also, the DDNS can be set so that the
client must have the RSA key pair before adding an entry 
dynamically to the nameserver.

   And while I am asking, I would like to know which packages
   support the draft IETF authentication spec or when the packages
   are likely to support it?  I would like to require that the
   users of our dhcp service register the hardware addresses
   of their NIC cards before the server allows the client to
   be services from either an automatic or dynamic pool.
