We modified the CMU Bootp 2.4.3 with dhcp extensions code to support static
address assignements for MAC addresses in multiple subnets.  This allows
some machines to roam but we have to know which subnets they will be roaming to.

To support secondary subnets we maintain a list of primary net and secondary
nets in the bootptab file.  It is all a bit messy but does what we need at
the moment.
