The issue with this is that there are bootp relays out there that will 
discard packets of less than 300 bytes, these relays know nothing of DHCP 
they think that all these packets are bootp packets.  A compliant 
implementation will always send packets greater than 300 bytes or do what 
Apple's OT does.
