Hi Bob,
	The answer is "it depends". ;^) Right now, it's up to the client vendor
to decide. Most pick the first one, others use some other mechanism for
choosing an OFFER (like based on the contents). Configuring your servers such
that they return the same (or as similar as possible) info makes the OFFERs
equivalent.

	There is work going on in this group regarding special options to help
an administrator do some "load balancing". See:
