Assume I plan to renumber a site and reset the server to a "short" lease
time.  I believe I must now wait for all "long" leases to expire and pick up
the new short lease before attempting to renumber the scope(s).  Is this
protocol or policy?  If protocol I should expect this from all server
implementations.  If policy, I will have difficulty in knowing when the site
hosts are off the "long" leases and able to renumber quickly.
