I've realized I misunderstood the meaning of zero IA-id (it doesn't
mean skipping encryption).  So, yes, it's incompatible with such
peeking relays.  It's probably better to describe the issue in
sedhcpv6 with a reference to the RAAN draft as a possible future
solution to it if and when it's adopted and standardized.
