It may not be possible on all Unix systems, but it _is_ possible to do general 
ARP processing on many systems. We do this on zcip (http://zeroconf.sf.net) 
which runs in userspace. It does take some BSD type kernel extensions, but 
they are provided by the various BSDs ([free, net, open]) and Linux systems. 
I'm not sure about other unices.
