Hi Ted,
I agree. It's 'state-less' usage of DHCPv6 Protocol.

Also, may I am missing anything. Why do we think client using "Information-Request" message is inappropriate in this case in comparison to using SOLICIT.?

The prefix is not necessarily specific to an individual client-it's not a prefix delegation.   So I don't think an IAID is necessary at all.
