    However, for the client, I think that being enabled by default does make sense.

    E.g. if you want to use zero touch provisioning (RFC8572), then DHCPv6 is one
    Of the mechanisms that the client can use to start the bootstrapping process
    So you can establish NETCONF connectivity. If you are looking to manage 
    DHCPv6 clients via YANG, then you you must have DHCP infrastructure
    deployed. If the client is disabled by default, then you need another mechanism
    For bootstrapping zero touch so you can then configure the client to use DHCP
    Via NETCONF. The device may not even be able to get an address so you can

Ok - I guess this makes sense. And come to think of it, there are Cisco devices that
do attempt ZTP via DHCP(v6) when no configuration is present. I just always have explicitly
configured my VNFs when testing.
