The first step would be to figure out what you want, why you want it, and why anybody should care about it.   Then you explain that on the mailing list and see if you get some interest.

From reading what you've said so far, what you want is the ability for a client to say it doesn't like a particular address, with the intended effect that if it asks for another address, it will get a _different_ address.   But your intended semantics are unclear, and I don't see how the server can usefully address this use case.   You'd need to explain that.
