The document has some bugs and isn't ready to be published, IMHO.   E.g., the mention of INIT-REBOOT suggests that the clients sends a DHCPDISCOVER, which is wrong.   I think it needs a close review, but I don't have time right now.  I don't think there's anything really major, but it would be good to get it right.
