One of the issues we came to consensus on in London affects server response
to Advertise requests:
* Server does not respond to Solicit when client wants
addresses and server has no addresses
WG consensus: Server should be allowed to respond
Unless someone comes up with a different scenario, I'm going to add text
allowing a server to respond with an Advertise that includes a error code
option (new option, defined in -20 draft) with error code Unavail (see
7.4.1 in -19 draft). The client may choose to display the error message in
the error code option as additional information for the user. Otherwise,
the client ignores Advertise messages that include an error code option.
