One of the issues we came to consensus on in London affects server response to Advertise requests: * Server does not respond to Solicit when client wants addresses and server has no addresses WG consensus: Server should be allowed to respond Unless someone comes up with a different scenario, I'm going to add text allowing a server to respond with an Advertise that includes a error code option (new option, defined in -20 draft) with error code Unavail (see 7.4.1 in -19 draft). The client may choose to display the error message in the error code option as additional information for the user.
