[Dime] Closing some issues on overload control

Hi,

It took some times to trigger the use of the issue tracker but finally a lot of tickets were created and new ones are still coming.

In order to progress, it will be also a good idea to close tickets when a conclusion has been reached.

I would propose that ticket initiators track the conclusions that could been given, propose a conclusion on the mailing list and close the ticket(s) on the issue tracker. This will help the preparation of the dime session at the next IETF meeting.
