Hello, 

We just submitted a paper "An experiment in distributed Internet address management using blockchains" on arXiv, https://arxiv.org/abs/1807.10528. This may address some of questions about IP address management asked in the DINRG meeting in Montreal. Note, however, the solution described in the paper is not exactly the same as what presented in DINRG, https://datatracker.ietf.org/meeting/102/materials/slides-102-dinrg-decentralized-internet-resource-trust-infrastructure-bingyang-liu-00. The major difference is that what we presented is based on permissioned chain, while the paper describes an experiment based on a public chain.
