You are comparing a system (CDN) with one of its aspect (control),
that was not the question.

Would you call the overall CDN non-decentralized, and if so, why ?

Sure, you can try to come up with different characteristics of a system
that impact whether you call them distributed vs. decentralized, but
i don't think you will do the charter a favour if that type of definitions
needs to be agreed upon before passing the charter.
