Two small things:

Discussion list: you should discuss this draft on a single list.  I would
suggest that osi-ds is the right one.   Up to you tho.

I think that this should be on the standards track.  It is not a protocol
per se, but it does affect "what goes over the wire", and is defining
procedures to be followed in order to achieve services.
