It would also be hard to 'object' to transport work being done in 
traditional 'codec shops' (such as the ITU and MPEG) if this goes 
ahead.

A quality codec standard is usually backed by
* testing
* conformance files
* reference software

and a fairly rigorous design process.  When SMPTE took on VC-1 from 
Microsoft, I think both they and Microsoft were surprised by the 
amount of work involved.

FWIW, 3GPP SA4 is also a place with interest in codecs for packet 
networks, and has standardized codecs in the past.  Opening a new 
work item there is not trivial, but can be done.
