Phone numbers are identifiers, not networks. Signal and WhatApp manage
to run their own E2E encrypted systems using phone numbers as
identifiers, both of which work pretty well on my Mac laptop as well
as on my phone.

Figuring out how to make systems interoperable even with phone numbers
as identifiers will be hard enough. Let's save boiling the ocean for
later.
