Hi Dale,

Thanks for your review. On your two observations:

#1: Agree! We will be careful with the terminology and the domain-specific calling numbers and the requirements.

#2: This is probably the key point. There must be implementation interest, else there is no path. For example, there is a standardized definition of an EAP method for limited services access for devices with no access credentials. But there is no implementation and never saw the light of the day. This is exactly the argument we are making and the technical basis for choosing this approach. 

There is extensive support for Passpoint profiles on the device eco-system.  Let's define a new Passpoint profile, which is intended for a transitory access, limiting access to emergency service. A profile that can be downloaded by end-user, pushed by enterprise profile system, downloaded as part of carrier bundle-based provisioning, or included at manufacturing (perhaps as a regulatory action). This one step will open up access to thousands of Passpoint based hotspots including WBA's OpenRoaming networks. 

This addresses major part of the problem without requiring any protocol changes. Additionally, by few minor extensions to some of the protocols we can address some of the issues around location and other things, and some may require implementation support. Given that FCC is interesting in improving e911 access over non-cellular based access systems, by Rule-making, we will find implementation interest from network and device vendors. 

May be the key point is, timing is different now, compared to the industry efforts in the efforts 10+ years before. Now, industry has solved the on-boarding/roaming problem with cloud based identify federation, and those hooks come for free.

I am by no means an expert on emergency calling. But two generic points
come to mind.


One is to establish connection with the people working in the area.
More subtly, make sure you've absorbed the terminology that they use, to
signal to them that your work is to be taken seriously. In this
instance, the common emergency number in the EU is 112 (not 211). (And
the GSM standard requires that calls dialed as 112 be forwarded to the
local emergency number, even if it isn't 112.)


Another is to establish that there is implementor interest. There's no
point trying to perfect technology for which there is no market.
Emergency communications is an unusual situation *for the IETF* in that
it is inherently entwined with government structures, those that operate
it. There are only a few hundred *possible* customers for this
technology. So early in the process, you should discern that the
relevant operators would like to see the ability to carry emergency
calls over WiFi. Or more subtly, to discern what features such an
emergency call system would need to be able to convince the operators to
be interested in it.
