The only comment on this so far during WGLC is that it is clear as is.

As the document author, this is one I have a hard time assessing.  It's clear 
to me, but I know what I meant when I wrote it.  If anyone is still concerned 
about this issue, I would strong encourage you to provide suggested text.

I think the WG should be pretty open to accepting such changes (as long as 
they are technically accurate).  Even if it makes the document a bit longer, I 
think clarity is worth it.
