It's a reasonable question, but a company in Redmond WA is sending me 
unredacted reports every daay so presumably someone thinks they are OK.

I agree they're a lot less popular than aggregate reports, and don't see 
any reason to spend more time on them.  That's why I didn't propose an 
http version of ruf reports.
