This revision (-19) fixes the following issues from the last call:

   1. Alexey's comments regarding the normative/informative classification
   of John's EAI document and 7601bis;
   2. An error discovered in the IANA considerations section; and
   3. Provides a sample message with ARC in Appendix B (h/t to Marc
   Bradshaw for a version of ARC signing and verifying s/w that did not
   require a fake DNS resolver to look up test records!).
