The domain owner has no business asking the receiver to do anything.  
The receiver has no relationship with the domain owner.

However, the receiver might like to hear the domain owner's opinion 
about usage of the domain when DMARC fails.  But that's different from 
attempting to give direction to the receiver (who demonstrably will 
ignore that direction and make their own decision.)
