Per the PSL, there's at over 5800, there are ccTLDs including AU US CA JP 
that have second and third level and a few fourth level registration 
points. The less we say about this mess, the better.

I realize it's late in the process but I think the draft would benefit by 
moving the examples in sec 1 to an appendix and replace it with something 
bland that just says PSD == Org-1.
