I don't know, because nobody other than perhaps Murray knows what it
says.  Maybe the WG will look at it and say it's done, maybe they will
find problems like the ones Scott alluded to.

Telling us "the base document is all done, don't you worry your pretty
little heads about it" is just insulting.
