No we can't.

This is a very different kind and degree of vague (and without 
precedent, I believe (unless someone can point to operational experience 
on the net that is similar?)

ps. Hmmm. Unfortunately, this exchange does highlight that the 
considerable complexity of ARC is not really built upon any clear model 
of how all its provided information is expected to be used...
