Yes, the best the sending domain can ever do is state their wishes. But 
they should be able to state their wishes concisely. We're only talking 
about code points here. As a standards organization, we shouldn't be 
hung up about whether people will care. That is extremely defeatist and 
begs the question of why bother doing anything.
