I'm OK with adopting it if we change the name to something like "Notes on
the design of a future authoritative DoT."

How to signal that a zone is served over ADoT without introducing
downgrade and performance issues is a hard problem to which I don't
see any good answers.  Until we tame this horse, it's premature to
start choosing paint colors for the cart.
