This is indeed a very good question. The URI could be said to be in UTF-8 already now because *my*guess* is that that actually make most sense.

But I take on the task to check with the IRI people really fast, and I will come back with a response (for example how to handle cases where one "would like to" (note the quotes) url-encode some characters, in one of the various ways possible).
