I would prefer not to speculate why we were unable to work out what
happened.  I merely wanted to assure the WG participants that we are
not neglecting our duty to ensure that relevant comments are brought
to the attention of the WG, regardless of their source.  There are
plenty of ways we have fallen down as chairs (see the recent report);
but this is, I am confident in asserting, not one of them.
