This EDNS0 option provides data about the  address range in which the
stub resolver's IP  occurs to the authoritative DNS server (whether it
should really be called a subnet is a nit).  I think that intention is
clear in the draft, and if I said anything that indicated I didn't see
that as the intention or didn't think it was clear, please take this
as a correction.
