This is last call for this document that has been last called before and this version is based on the comments from last call. The issue in contention on prior version was the statement that an authoritative server is allowed to set the AD bit with out doing full crypto verification. This version provides reasons why and explains the security implications. This WG last call ends March 10'th 2002.
