"flag day" is a power word. the organizers of the 2019 event have tasted 
power, and evidently now intend to continue exercising that power.

noting, the 2020 event should limit itself to mandating tcp support, and not 
get involved with fragmentation at all. ideally tcp/853 (DOT) support.
