You are saying that countless stub resolvers should special case
ipv4only.arpa just because some operators don't want to deploy DHCPv6?

In many cases, there is not even a sensible mechanism to make this work.
A stub resolver often reads /etc/resolv.conf. If that contains just a
public resolver, then there is not much that can be done.
