Thanks, Phill!  Those were our thoughts as well.  Though the VRF
appendix is still included in -04, the VRF document has already been
started.  It is planned that the appendix will disappear (to be
replaced with examples of different nsec5 responses) and the VRF
document incorporated by normative reference.
