As I already said here, if by "agressive negative caching", you mean
draft-ietf-dnsop-nsec-aggressiveuse, then the above sentence is
*false*. RFC 8020 is enough to "turn the answer from the minimised
QNAME query to a answer for *.alt".

[And I would really like to see BIND implement it.]
