Process note: the liaison you are talking about is to the ICANN Board, not to "ICANN".

Well, the liaison to the ICANN Board (David Lawrence) is on this list, and he can do whatever he wants. If the IAB want him to make an official request or communication, the IAB can do that; however, if he wants to bring this to the ICANN Board on his own (based on what he sees on this list or hears in the IETF in general), he can do that too.

My personal feeling is that we would first be well served if any of the authors of SSAC113 who were already active on this list spoke up. The names listed in SSAC113 include many people we recognize, and many of those are known to express opinions here on all sorts of topics.
