We are allowed to edit/clarify when we move to IS.

I see removing applicability to be consistent with going to IS.
We nuked IA_TA out of DHCPv6 (STD102) between 8415 and 9915.
{Temporary addresses are obsoleted)
It's not forbidden. It's just obsolete going forward.
I think that the only time we have to reset the timer is when we change bits
in the wire.
