Paul is correct about this.  We can move the document forward, and let 
the "process" sort out the issue.

The current only outstanding item in this draft is the storing of 
malformed packets (per the authors).  The chairs feel if this version 
gets some solid review and the group resolves this last issue, it is 
ready for working group last call.
