The way nss-style resolvers work is to do exact match on /etc/hosts (which
with the default contents sinks localhost lookups) then go on to the DNS
where the search list is used. So there isn't any special casing, nor is
there any complication of the search list.

For the purpose of this draft, the special-use domain names checklist
does not talk about stub resolver implementations, it talks about name
resolution APIs. So it isn't necessary to worry about the search list.
