Because IPv4 address were and always have been a scarse resource
and RFC 1918 is a reaction to that.  Homes use it because CPE vendors
built it into their devices because

	* Lots of ISP's would only give you one address
	* Those that didn't often charged you a lot
	* Ridiculous ISP terms and conditions that prohibited multiple
	  machines.
