I think we should adopt it as a starting point, but it needs a lot of
work before it can be published.

In particular, I agree with Paul W that ANAME has to work with offline
signing, since a lot of us have no plans to do online signing, ever.
I don't necessarily agree with his way to make that happen.  Perhaps
it could be more like CNAME and return the A/AAAA records with the
original names and signatures.
